Reforming and enhancing the European Research and Innovation system

The objective of the action is to prioritize investments and reforms; to improve access to excellence; translate the results of research and innovation into economic terms and strengthen the European Research Area. 

The funding aims to support the reform and improvement of the European Union's research and innovation system. Particular importance is given to investment and reforms, as well as the transfer of research and innovation results into the economy. 

The key objective of the reform is to create a union where knowledge and highly skilled labor flows freely, where research results are shared quickly and efficiently, and where researchers benefit from attractive careers where gender equality is ensured. Strategic research agendas developed at European level must be aligned with national plans, and the results of research and innovation – understood by the average citizen. Projects can come from public or private research centers, associations, universities, SMEs or public administration. 

The specific objectives of the projects are 

a) recognizing the importance of prioritizing investments and reforms to accelerate ecological and digital transformation and to increase competitiveness, as well as for the speed and depth of recovery; 

b) improving access to excellence and increasing the performance of research and innovation systems; 

c) transposing the results of R&I into the economy and strengthening policies to strengthen the resilience and competitiveness of economies and societies; 

d) strengthening the European Research Area which includes Open Science, Higher Education and Researchers, Citizen Science, Scientific Education, Gender and Ethics.
