What is M-HERO and how can it help you?

M-HERO (Moldovan Horizon Europe Office) is the project through which ANCD strengthens Moldova's Horizon Europe Office. The team provides call information, proposal-development support, partner search and mentoring — free of charge for researchers, institutions and SMEs from the Republic of Moldova.

Who can apply to Horizon Europe calls?

Accepted Answer

Researchers, universities, research institutes, SMEs, public authorities and NGOs from the Republic of Moldova. Moldova is an associated country to Horizon Europe, so Moldovan entities participate under conditions similar to those of EU Member States.

Do I need foreign partners to apply?

Accepted Answer

For most collaborative actions (RIA/IA), yes — the consortium must include at least 3 independent entities from 3 different eligible countries. Mono-beneficiary actions (MSCA Postdoctoral Fellowships, ERC, EIC Accelerator) do not require a consortium.

How do I start an application and where is it submitted?

Applications are submitted exclusively on the European Commission's Funding & Tenders Portal. Steps: find the right call (Opportunities page), create an EU Login, register your organisation (PIC), download the templates and draft the proposal. The M-HERO team can guide you at every step — open a help-desk ticket.

How early should I start before a deadline?

We recommend at least 3 months for a collaborative proposal and 6 weeks for a mono-beneficiary one. Contact us early — the earlier, the more support we can provide (draft review, matchmaking, mentoring).

How do I find consortium partners?

Accepted Answer

Use our partner-search service (Services page → Support request), the Funding & Tenders Portal (Partner Search section) and our matchmaking events. We also publish partnership offers/requests received from the European NCP network.

Question 7

What is the funding rate for Moldovan entities?

Accepted Answer

In RIA and CSA actions the funding rate is 100% of eligible costs; in IA actions it is usually 70% (100% for non-profit entities). Exact rules are in the Programme Guide and in each call's conditions.

Question 8

Do M-HERO services cost anything?

Accepted Answer

No. All Horizon Europe Office services — information, consulting, proposal review, events, matchmaking — are free of charge for beneficiaries from the Republic of Moldova.

Question 9

What is BPMS 2.0 and when will it be available?

Accepted Answer

BPMS 2.0 is the digital system through which the office manages its processes and services (details on the /bpms/ presentation page). It is being developed under the M-HERO project and will become available soon; until then, services are requested via the help-desk form or by e-mail.

How do I get news about calls and events?

Subscribe to the newsletter (form in the homepage footer), follow the News and Events pages, or write to us to be added to the office's mailing list.

Can M-HERO review my proposal draft?

Accepted Answer

Yes — we provide structured feedback on drafts (excellence, impact, implementation) if sent at least 4 weeks before the call deadline. Request the service via the support form or open a help-desk ticket.

Where can I find useful documents and materials?

Accepted Answer

In the Resources (Repository) section: guides, templates, past-event presentations and recordings. If you cannot find something, open a ticket and we will send you the material directly.
